Personally, it looks pretty good. All the requirements are easy to meet, and the benifits are usefull but not overly so.
Considering what he is allowed, those are some really easy tiers to get to. Downside is the bonuses aren't exactly huge, but the bonuses can help him secure advantage on first turn pretty well.
